Sealed proposals will be received by the Wheaton Sanitary District for the project entitled Influent Screw Pump Station Gate Replacement Project until 1:00 p.m. on Friday, January 27th, 2023, at the Wheaton Sanitary District, Address: 1 S. 649 Shaffner Road, Wheaton, IL 60189. The sealed bids will be publicly opened and read aloud immediately afterwards at the Wheaton Sanitary District, 1 S. 649 Shaffner Road, Wheaton, IL 60189, on the same date. Sealed bids shall be addressed to the Wheaton Sanitary District, Address:1 S. 649 Shaffner Road, Wheaton, IL 60189 and shall be labeled “Bid for – Influent Screw Pump Station Gate Replacement Project”

The proposed project consists primarily of the following:

1. All required labor, supervision and materials to render complete and fully functional electrical, mechanical, and SCADA systems.
2. Full time superintendence.
3. Removal and replacement of equipment and materials necessary for the replacement of the four (4) influent screw pump station slide gates. This includes the workmanship required to furnish all related miscellaneous equipment and materials to render complete and functional systems.
4. Testing of systems and training of operations personnel.
5. Preparation and submission of operations and maintenance manuals.
6. Warranties as specified in the Contract Documents.

Payment for Contract Documents is non–refundable and shall be payable to Trotter and Associates, Inc. in the form of cash, certified check or money order. No partial sets of specifications or drawings will be issued. One set of exhibits and specifications can be obtained by General Contract Bidders upon receipt of a non-refundable deposit, in the form of cash, certified check or money order, in the amount of $40.00 for each set of hard copies. Electronic copies may be obtained for no charge.

Each bid shall be accompanied by a bid bond, bank draft, cashier's check or certified check payable to the order of the Trotter and Associates, Inc. in an amount not less than ten (10) percent of the amount of the bid, as a guaranty that the bidder will execute the contract, if it is awarded, in conformity with the bid form.

The successful bidder will be required to furnish Performance and Payment Bonds on forms provided in the Specifications and Contract Documents, each in an amount equal to one hundred (100) percent of the contract sum.

A Non-Mandatory Pre–Bid Conference will be held on January 18th, 2023 at 1:00 p.m. at the Wheaton Sanitary District located at 1 S. 649 Shaffner Road, Wheaton, IL 60189. Immediately following the meeting, a Site Visit will be held at the Wheaton Sanitary District Primary Treatment (PT) Building. All site visitors must comply with local, State and Federal guidelines.

The contractor shall pay prevailing wages in accordance with Local Ordinance and the Illinois Department of Labor Prevailing Wages for DuPage County, whichever is greater.  Rates can be obtained online at www.state.il.us/Agency/idol/.

The Owner expressly reserves the right to reject any or all bids or to accept the bid, which appears to be in the best interest of the Owner. The Owner expressly reserves the right to waive any informalities or technical irregularities in a bid if to do so is in the best interest of the Owner.
