INVITATION TO BID

Sealed proposals will be received by the Fox River Water Reclamation District for the project entitled “North and West WRF Structural Repairs” until 1:00 PM on August 16, 2024, at the Office of the Fox River Water Reclamation District (FRWRD), 1957 North LaFox Street, South Elgin, IL 60177. The sealed bids will be publicly opened and read aloud at the FRWRD Offices immediately afterwards. Sealed bids shall be addressed to the Fox River Water Reclamation District (FRWRD) 1957 North LaFox Street, South Elgin, IL 60177 and shall be labeled “Bid for North and West WRF Structural Repairs.”


Bidders will be required to comply with the President's Executive Order No. 11246, as amended. The requirements for bidders and contractors under this order are explained in 41 CFR 60–4.


Work description:

The work is called North and West WRF Structural Repairs and shall consist of removal and replacement of deteriorated concrete at specified locations, concrete crack repair at specified locations, a new concrete pad for a Discharge Meter(North Plant), removal and replacement of delaminated grout base surface at Final Clarifier No. 3 (North Plant), removal and replacement of fourteen (14) slide gates in the Chlorine Contact Tanks (North Plant), removal and reinstallation of aluminum stairs at the Sludge Pumping Station (West Plant), removal and replacement of sidewalk adjacent to the Administration Building (West Plant), and tuckpoint brick, replacement of windows with glass block, and repair of concrete stairs at the Administration Building (West Plant).

  4. Concrete Crack Repair at the following locations:

  6. Sludge Pumping Station – West Plant
  7. New concrete pad for Discharge Meter – North Plant
  8. Remove and replace delaminated grout base surface at the Final Clarifier No. 3 – North Plant
  9. Remove and replace fourteen (14) slide gates in the Chlorine Contact Tanks – North Plant
  10. Remove and reinstall aluminum stairs at the Sludge Pumping Station – West Plant
  11. Remove existing walkway bridge at the Sludge Pumping Station – West Plant
  12. Remove and replace sidewalk adjacent to the Administration Building – West Plant
  13. Tuckpoint brick at the Administration Building – West Plant
  14. Remove four (4) windows and replace with glass block at the Administration Building – West Plant
  15. Repair concrete stairs at the Administration Building – West Plant

Payment for Contract Documents is non–refundable and shall be payable to Trotter and Associates, Inc. in the form of cash, certified check or money order. No partial sets of specifications or drawings will be issued. The non–refundable cost for hard-copies of drawings and specifications is $175.00. The non–refundable cost for electronic (PDF) copies of drawings and specifications is $75.00. Addenda will be issued only to plan holders.

Bonds:

Each bid shall be accompanied by a bid bond, cashier’s check, or certified check payable to the order of the FRWRD, South Elgin, Illinois, in an amount not less than ten (10) percent of the amount of the bid, as a guaranty that the bidder will execute the contract, if it is awarded, in conformity with the bid form.

           

The successful bidder will be required to furnish Performance and Payment Bonds on forms provided in the Specifications and Contract Documents, each in an amount equal to 100 percent of the contract price.


Pre-Bid Conference:

A non-mandatory pre-bid meeting will be held at 10:00 AM on July 30th, 2024 at the Fox River Water Reclamation District Office, 1957 North LaFox Street, South Elgin, IL 60177


Wage Rates:

Prevailing Wage Rates as defined by the Illinois Department of Labor for Kane County shall apply to this contract.

Rejection of Bids:

The Owner expressly reserves the right to reject any or all bids or to accept the bid which appears to be in the best interest of the Owner. The Owner expressly reserves the right to waive any informalities or technical irregularities in a bid if to do so is in the best interest of the Owner.
