INVITATION TO BID
The City of West Chicago, Illinois will accept sealed bid proposals for the Well No. 8 Pump Station Rehabilitation project at the City of West Chicago, Illinois, until 11:00 AM local time on Wednesday, February 26, 2025, at which time bids will be publicly opened and read aloud. The sealed bids will be accepted and opened at the West Chicago Water Treatment Plant, Office of the Director of Public Works, 1400 W. Hawthorne Lane, West Chicago, Illinois, 60185. Please note that if you are submitting a proposal via the U.S. Postal Service, address your submittal to the City of West Chicago, 475 Main Street, West Chicago, Illinois, 60185.
All bid proposals are to be made on the forms provided and will be made a part of the contract documents to be executed with the City. Bid proposals are to be received in a sealed 9″x12″ or 10″x13″ envelope. The envelope shall be marked:
“Sealed Bid - Well No. 8 Pump Station REHABILITATION, and the name of the bidder”
The work as shown on the plans and as specified herein consists of improvements at the City of West Chicago Well No. 8 Pump Station located at 1255 Helena Drive, West Chicago, Illinois, in DuPage County.
The project includes, but is not limited to, the following items: removal of existing pumps, piping, valves, and controls; three new booster pumps, piping and valves; three new booster pump variable frequency drives; a new 300 kW natural gas generator with sound enclosure; new station control panel internals and enclosure door; a new automatic transfer switch; a new reservoir fill valve and operator; miscellaneous mechanical, structural, and electrical work as shown; and all incidental and collateral work necessary to complete the project as shown on the Plans and described herein.

Questions regarding the bid received by 12:00 PM on Wednesday, February 19, 2025, will be answered by addendum. Questions submitted after this deadline may not be answered prior to the close of the bidding period. Paper copies of the bidding documents are not available at the City of West Chicago.
Minorities and women owned businesses (MBE/WBE) are encouraged to submit bids on this project.
Bids shall be accompanied by a bid deposit in the amount of 10% of the bid. Bid bond shall be in the form of a bid bond (IDOT form 12230 or equal), certified check or cashier’s check drawn on a responsible bank doing business in the United States and shall be made payable to the City of West Chicago. All bids not accompanied by a bid deposit will be rejected.
The successful bidder shall furnish a Performance Bond and a Labor-Mechanical Payment Bond, both in the amount of one hundred percent (100%) of the bid amount as a security for the faithful performance of this contract and as a security for the payment of all persons performing labor on the project under this contract and furnishing materials in connection with this Contract, respectively.
No bidder may withdraw his/her bid after the scheduled closing time for a period of ninety (90) days.
The City reserves the right to reject any and all bid proposals, to waive any informality in any bid proposal, to re-advertise the proposed services, and to accept the proposal most advantageous to the City.
